The following resolution was passed by the KITC board on October 28, 2020.
In-door weekday shacharit davening to occur in the sanctuary with the following constraints:
1.   Only the Torah reader (leyner) should receive all aliyot (aliyas) until an adequate partition is constructed to separate the Torah Reader from the called aliyah.
2.   Only one person should be responsible for removing the Torah, undressing it, re-dress it (Chagbah v’Gelilah), and return it to the Aron (Ark). It should not be the chazan. No one else should be within 8 ft of the bimah. The Torah should not be marched around the shul for people to kiss or touch it.
3.   All entry/exit doors should remain open. Fresh air minimizes risks. The automated sanctuary air conditioner or heater will be used.
4.   Face masks are required prior to entering the building.  No exception. All participants should remind new or visiting attendees. Posted signs should be put up. Social distancing between 6 to 8 feet must be followed at all times except for immediate family members. Chairs will be marked not for use.  Handwashing with sanitizer required prior to entering the main shul davening area.  People should bring their own sefarim prayer books.
